Historical Context
  • The 2015 European migrant crisis, peaking that year, forced the EU, Germany and Italy to adopt emergency relocation mechanisms under UN pressure. In 2015, Frontex deployed 2,000 officers to Italy, Greece, and Turkey, coordinating 1.3 million arrivals and receiving €1.5 billion from the EU budget. The Commission’s 2028-2034 plan echoes that response, authorising a 24-hour rapid-reaction reserve of 17,000 troops and nearly doubling funding to €11.8 billion. If enacted, the enlarged authority could institutionalize large-scale deportations, reshaping migration governance across member states, neighboring non-EU nations, and EU-Turkey agreements.
