Summary

Yavapai County Sheriff’s Office confirmed the woman found in Tijuana is not missing resident Shayna Feinman.
Mexican authorities announced on Oct. 23 that a woman matching Feinman’s description was located in Tijuana’s Encino.
Detectives used physical evidence to verify the woman’s identity does not match Feinman.
Kara Feinman said the woman’s voice and appearance failed to convince her it was her sister.
$20,000 reward remains active for tips on Feinman’s whereabouts.

History

The 1990s saw several high-profile disappearances that later prompted cross-border investigative approaches, such as the February 1995 vanishing of Welsh musician Richey Edwards at age 27 and the April 1995 loss of American journalist Shumack in Chechnya. Those precedents underpin the current U.S.–Mexico coordination by authorities in the ongoing search for Shayna Feinman.
