01
New Sanctions Target North Korean Cyber Schemes
On October 28, the United States Treasury Department announced sanctions aimed at government-run schemes that employ North Korean information-technology (IT) workers to defraud U.S. companies and funnel the proceeds to Pyongyang’s weapons programs. The measures designate the First Financial and Technical Development Center as a targeted entity and sanction six individuals linked to that firm. The Treasury also identified facilitators and North Korean IT workers operating from North Korea and Russia. A separate North Korean IT-worker network had been sanctioned in March, according to the department’s statement.
02
Diplomatic Background
The sanctions arrive amid renewed rhetoric from President Donald Trump about restarting talks with North Korea, although the regime has shown little interest in diplomatic engagement. Earlier this month, Trump downplayed the prospect of a high-profile meeting with Kim Jong un in China. Trump remains the only U.S. president to have met a North Korean leader, holding summits in 2018 and 2019, but those talks collapsed over U.S. demands for denuclearization. The administration continues to call for North Korea’s denuclearization while referring to the country as a “nuclear power.”
03
International Coordination
The Treasury noted that Australia and the European Union also imposed North Korea-related sanctions during the same month, reflecting a coordinated effort to address the identified cyber-fraud networks.
04
Official Treasury Position
In its statement, the Treasury Department described the fraud networks as permeating the global financial system and argued that a unified response is necessary to match the threat they pose. The department emphasized that the illicit earnings are used to fund Pyongyang’s weapons-of-mass-destruction and ballistic-missile programs.
05
Anticipated Impact
By targeting the financial and operational infrastructure of the IT-worker schemes, the United States aims to curtail a revenue stream that supports North Korea’s weapons development. The coordinated sanctions with allied nations are intended to increase pressure on the regime’s ability to sustain its nuclear and missile activities through cyber-enabled theft.
