High-Level Talks in Tehran

On a Monday meeting in Tehran, Saudi Minister of Defence Prince Khalid bin Salman Al Saud, Omani Foreign Minister Badr Albusaidi, and diplomats from Qatar met senior Iranian officials. The gathering followed the signing of the Mecca Joint Defence Agreement in August by Pakistan, Saudi Arabia and Turkiye. Qatar’s mediators are said to have presented a draft regional security framework to Iran, which Iranian officials described as “unacceptable” and indicated no flexibility on the nuclear issue. The talks represent the first high-level contact between Iran and the Mecca pact nations since the U.S.–Israel war on Iran began on February 28.

Are GCC countries looking for a regional security pact with Iran?

02

Diplomatic Context

The initiative seeks a “non-aggression pact” that would reduce reliance on the United States as the primary security guarantor for Gulf states. Omani Foreign Minister Badr Albusaidi called for a regional security architecture during a visit to the University of Cambridge. Meanwhile, U.S. President Donald Trump warned that Washington could launch another military operation against Iran, a statement made as fuel-price concerns loom ahead of the U.S. midterm elections scheduled for November 3. Iran’s Islamic Revolutionary Guard Corps (IRGC) warned it would respond more forcefully to any renewed U.S. action.
