01

Expansion Plans and Timeline

Premiership Rugby (Prem) and England’s Rugby Football Union (RFU) have reaffirmed their goal to increase the top-flight league from ten to twelve teams for the 2029-30 season. The Men’s Professional Rugby Board (Men's Professional Rugby Board (MPRB)) will oversee the process, applying detailed entry criteria that any prospective club must meet. The league’s long-term ambition includes further growth beyond the initial expansion.

02

Recent Contraction and Financial Context

The Premiership was reduced to ten sides after the 2022-23 season when Wasps, Worcester and London Irish folded. In response, traditional promotion and relegation were abolished from the start of the 2026-27 season. Instead of a play-off system, clubs must now submit applications evaluated on standards of play, financial stability, investment potential, infrastructure and geographic contribution to the league’s appeal.

03

Entry Requirements and Cost Implications

Prospective entrants will be judged on criteria that include completing at least one season in the second-tier Championship. The financial barrier to entry is significant: joining the Premiership could cost up to £23.5 million, covering a share of central income, voting rights and the obligation to fund a Premiership Women’s Rugby programme. These figures were outlined in the joint Prem-RFU statement.

04

Position on Welsh Club Participation

A report suggested that two Welsh sides might join the Premiership, prompting speculation about a cross-border competition. The Welsh Rugby Union (WRU) is reportedly in advanced discussions with Prem and the RFU, driven in part by a financial crisis that saw the WRU record a loss of £18.1 million for the 2025-26 financial year. Despite this, the joint statement emphasized that resources remain focused on supporting English clubs throughout the pyramid, and any Welsh entry would require explicit RFU approval.

05

Outlook

The expansion framework aims to stabilize the English professional game after recent club failures while keeping the door open for future cross-border proposals, contingent on meeting the stringent criteria set by the MPRB.
