Core Findings

The United Nations Independent International Commission of Inquiry on the Occupied Palestinian Territory released a report covering the period from October 7 2023 to September 30 2026. It concluded that Israeli forces and settlement actors committed crimes against humanity—including extermination, torture, rape, and persecution—against Palestinians in the West Bank and East Jerusalem. The commission documented 1,080 Palestinian deaths in the territory, including at least 237 boys and seven girls, and 10,940 injuries. A separate tally noted 254 Palestinian deaths from air attacks between October 7 2023 and September 30 2026, compared with six deaths from October 6 2023 and earlier.

Background & Context

Israel has occupied the West Bank since 1967. Since the October 7 2023 terror attack by Hamas, Israeli military and settler activity in the occupied territories has intensified, coinciding with a national election campaign. In 2026 the Israeli government earmarked 50 million shekels (over 14 million euros) for “security” equipment for outposts and illegal settlements, a portion of which funds surveillance drones used by settlers to monitor Palestinian construction and farming.

05

Verbatim Quotes

  • “The intentional killing and injuring of Palestinian civilians and destruction of homes in the West Bank combined with Israel’s persistent denial of responsibility form part of a broader strategy to exterminate and displace Palestinians and impose conditions of life that are unlivable,” — Srinivasan Muralidhar, the commission’s chair
  • “The Israeli lockdown is confining many to their homes and their immediate neighbourhoods. Declarations by senior Israeli government officials indicate that the measures implemented are punitive in nature and designed to instill fear. This is unacceptable,” — Volker Turk, the UN high commissioner for human rights, condemned the Hebron assault
  • “We will act to destroy this place, to change it completely.” — Benjamin Netanyahu, icc-wanted prime minister
  • “We fear these elections could bring an even worse leader,” — Huda al

06

Why It Matters

The commission’s findings reinforce allegations of systematic violations of international humanitarian law in the West Bank, raising the prospect of further UN investigations or referrals to the International Criminal Court. The documented use of surveillance drones and the large-scale Hebron lockdown illustrate how security measures intersect with civilian rights, potentially influencing diplomatic negotiations and aid decisions.

07

What’s Next

An Israeli election is scheduled for early November 2026, with the outcome expected to shape the composition of the next government and its policy toward the occupied territories. International bodies, including the UN Human Rights Council, have indicated they will monitor Israel’s compliance with the commission’s recommendations.
