New Building Management Support Bureau and Bid-Rigging Reforms
The Hong Kong government announced the creation of a non-statutory “building management support bureau” to assist property owners with renovation projects. The bureau will be held by the Financial Secretary Incorporated and is slated for registration by the end of the year. At the same press conference, officials said bid-rigging will be added to the criminal schedule of the Competition Ordinance, expanding penalties beyond the current civil regime.

Background: 2025 Wang Fuk Court Fire
The reforms follow the August 20 2026 blaze at Wang Fuk Court in Tai Po, which killed 168 residents while the estate was undergoing large-scale renovation. Public hearings earlier in the year identified substandard scaffolding nets, suspected bid-rigging, and “rubber-stamp” inspections as factors that accelerated the fire’s spread.
03
Funding, Penalties, and Enforcement Plans
Financial Secretary Paul Chan disclosed a HK$300 million injection into the new bureau—HK$100 million for start-up costs and HK$200 million earmarked as subsidies for owners who use its services. Chief Secretary Eric Chan outlined proposed criminal penalties of up to 10 years’ imprisonment or a fine of HK$10 million, with civil fines raised to a maximum of HK$8 million. Security Secretary Chris Tang announced a joint task force, led by him, comprising the police Organised Crime and Triad Bureau, the Independent Commission Against Corruption, and the Competition Commission to investigate bid-rigging.
04
Official Statements
Chief Executive John Lee framed the bureau as part of the government’s strategy to modernise building renovation measures. Paul Chan highlighted the financial support intended to lower renovation costs for owners.
