Core Issue: Public-Nuisance Complaint Filed in Superior Court

Around a dozen weeks ago, roughly 100 homeowners from the Hollywoodland, Lake Hollywood Estates and Hollywood Knolls neighborhoods filed a public-nuisance lawsuit in Los Angeles Superior Court. Residents cite illegal street vending, litter, public urination and defecation, and chronic traffic congestion that they say obstructs fire lanes and limits emergency response.

02

Background & Context

The Hollywood sign sits above a narrow, winding residential corridor whose streets average about 18 feet in width and lack sidewalks. In September 2011, Council District 4 staff cleared brush at the intersection of Canyon Lake Drive and Mulholland Highway to create a “Hollywood Sign Lookout” viewing site, a move intended to boost tourism. Over the ensuing decade, the site and adjacent Lake Hollywood Park have attracted increasing numbers of visitors who park, walk and congregate on the limited roadway. Residents contend that the city has continued to promote the viewpoint without implementing measures to mitigate the resulting crowding.

Data & Statistics

  • Approximately 100 households signed the complaint.
  • The filing documents a resident’s collection of roughly 1,000 cigarette butts in a single day in 2025, highlighting fire-hazard concerns.
  • Photographs attached to the filing show street vendors, parked cars blocking both directions, and debris such as discarded diapers, plastic bottles, used condoms and food containers.

Official Statements & Responses

The mayor’s office indicated it has not reviewed the complaint but noted that the LAPD deploys additional units during peak visitation periods to enforce traffic and parking regulations. The LAPD, in coordination with LADOT, has implemented a traffic plan that includes increased ticketing and towing from the Fourth of July through Labor Day each year.

Councilmember Raman’s office acknowledged the community’s concerns, stating that the city has funded yearly increases in LAPD and LADOT presence and is exploring a pilot program to improve traffic flow around the sign during high-visitation periods. Raman also mentioned that the idea of installing public restrooms in the area is under active discussion.

Attorney Ilan Wurman, representing the plaintiffs, emphasized that the residents are not seeking monetary damages but an injunction compelling the city to adopt remedial actions, such as limiting tourist access or replanting vegetation at the cleared viewing site.

05

Impact on Residents

Neighborhood occupants describe feeling “trapped” in their homes, with vehicles sometimes blocking driveways for over an hour. The complaint warns that, in the event of a wildfire, the congested streets could prevent fire trucks from reaching the area, echoing the difficulties experienced during the Palisades Fires of early 2025 when motorists abandoned their cars and fled on foot. The lack of public restrooms contributes to the reported public-urination and defecation incidents, further degrading quality of life.

06

What’s Next

The lawsuit seeks a court-ordered injunction to compel the city to address the identified nuisances. Meanwhile, the city plans to continue its summer-season traffic-management deployments and is developing a pilot traffic-improvement plan funded through the councilmember’s allocated budget. Both the LAPD and LADOT have indicated that they will maintain heightened enforcement throughout the peak tourist season while the legal case proceeds.
