01

Core Restrictions Effective November 1 2026

From November 1 2026, Delhi will prohibit entry of all petrol and diesel vehicles registered outside the National Capital Territory that do not meet Bharat Stage VI (BS-VI) emission standards. The ban also applies to interstate buses, trucks whose destination is not Delhi, tractors, and locally assembled “jugaad” vehicles unless they carry a valid Pollution Under Control Certificate (PUCC). BS-VI-compliant, electric and CNG-powered vehicles will be permitted, subject to PUCC verification and any exemptions listed in the notification issued by the Delhi Environment Department on June 23 2026. The restrictions remain in force until January 31 2027.

02

Background & Context

The measure is part of Delhi’s winter air-pollution control plan and the revised Graded Response Action Plan (GRAP). Delhi’s air-quality index frequently enters the “poor” category during winter, prompting the Commission for Air Quality Management (CAQM) to invoke Stage I of GRAP on October 21 2026. Earlier drives, such as the October 27 operation that resulted in three FIRs for fake No-Entry Permissions, illustrate the government’s focus on vehicular emissions.

Official Statements & Responses

Delhi Environment Minister Manjinder Singh Sirsa announced the ban as a necessary step to curb winter-time emissions and emphasized coordination with neighboring NCR districts. Union Environment, Forest and Climate Change Minister Bhupender Yadav affirmed the Centre’s alignment with the state’s plan. Transport Minister Pankaj Kumar Singh stated that no exemptions would be granted to non-compliant vehicles entering the capital. The Delhi Traffic Police reiterated the eligibility criteria in an X post, urging motorists to verify BS-VI compliance and PUCC validity before travel. A senior Delhi official clarified that BS-VI compliance refers to the vehicle’s design standard, while a PUCC confirms current testing requirements; both are required for entry.

04

Criticism & Opposition

Motorists and business groups have objected. A Reddit user from Gurugram complained that a 2017-purchased car with a valid PUCC and paid road tax would be barred. Entrepreneur Arijit Mukherjee questioned PUCC checks and called the ban a “nightmare” for commuters. Trade associations warn that the restrictions could disrupt commercial traffic ahead of the Diwali shopping season and a scheduled rally at Ramlila Maidan, which could draw 15,000–20,000 buses from neighboring states.

05

Enforcement & Operational Details

  • Trucks not destined for Delhi must use the Eastern or Western Peripheral Expressways.
  • Vehicles lacking a valid PUCC are barred regardless of BS-VI status.
  • Police have installed display boards at border checkpoints and launched awareness campaigns promoting public transport.
  • Additional winter-action measures include doubled parking fees at authorized facilities (Nov 1-Feb 28, excluding Metro lots), staggered office timings, work-from-home directives, and dust-control actions such as road sweeping and water sprinkling (Dec 10-Jan 20).

What’s Next

The ban will coincide with Diwali festivities (Dhanteras on Nov 6 and Diwali on Nov 8), potentially reducing commuter traffic from surrounding areas. Authorities will monitor air-quality trends and may invoke stricter GRAP stages if pollution worsens. Enforcement teams remain on standby at border points throughout the period, and the Delhi Traffic Police continue to provide helpline support (011-25844444, 1095) for motorists seeking clarification.
