Historical Context

After a 1982 projection warned the Social Security Trust Fund would run out by 1983, President Ronald Reagan signed the 1983 Amendments, based on recommendations from the National Commission on Social Security Reform chaired by Alan Greenspan. The law lifted employee FICA rate by 0.3 percentage points to 7.0% and began raising the retirement age, a model echoed in push to move the age to 69-70.
