Historical Context

In 2012 Prime Minister Dmitry Medvedev introduced Russia’s first foreign-agents law, forcing NGOs with foreign funding to register. A 2014 amendment let the Justice Ministry designate groups without consent, and by 2020 over 215 entities had been penalised. On 4 August 2026 President Vladimir Putin issued a decree blacklisting overseas Russians, sharing the list with the FSB and Central Bank to curb banking and consular services.
