A study released online in the *Journal of System Simulation* on July 24 concludes that, even under full mobilisation, China’s industrial system would satisfy just 60 % of the military’s demand for drones in a conflict. The analysis was conducted by Professor Zhang Jihai, director of the National Defence Mobilisation Research Centre, and his team at the Beijing Institute of Technology, a university noted for its military research and subject to U.S. sanctions.
Methodology and Core Findings
The researchers employed an artificial-intelligence model that mapped the entire drone supply chain—from assembly plants to subsystem and component suppliers—while incorporating inventories, existing production capacity, order backlogs, budget constraints, and the potential conversion of civilian factories. Their calculations show that expanding capacity would not quickly bridge the shortfall because establishing new production lines requires significant lead time.

According to the authors, modern warfare increasingly hinges on the ability to mobilise industrial output rather than solely on weapon performance. The 40 % gap identified suggests that, in a sudden war, China could face a substantial shortfall in unmanned aerial systems, potentially limiting the scale or tempo of its aerial operations.

Professor Zhang and his colleagues argue that the comprehensive capability to mass-produce military equipment is now a decisive factor in conflict outcomes.
