In July 1987, after Kuwait asked for U.S. help during the Iran-Iraq Tanker War, the Navy launched Operation Earnest Will, re-flagging Kuwaiti tankers and deploying more than 30 warships to escort them through the Strait of Hormuz. The 14-month convoy set a precedent for using naval force to keep the waterway open, a tactic echoed today by Iranian speaker Mohammad Bagher Ghalibaf.
