History

Historical Context

The 1960 Prevention of Cruelty to Animals Act, capped at a Rs 50 fine, spurred amendment drafts in 2011, 2014 and a 2022 proposal that would raise penalties to Rs 50,000-75,000 and up to three years’ jail. Backed by Animal Welfare Board of India and Ministry of Environment, bills remain unpassed, leaving Delhi’s “Fat Dog of Delhi” contest (run by Rajpal Singh) exposed to enforcement gaps.
