History

Historical Context

On 16 December 2012, the gang-rape of Jyoti Singh (“Nirbhaya”) sparked protests that led to the Criminal Law (Amendment) Act on 3 February 2013 and the Verma Committee’s 80,000 suggestions, prompting the Ministry of Railways to add women-only coaches on the Dibrugarh-Vivek Express. The 2024 death of Himashri Boro on that train prompted the Andhra Pradesh government and MLA Tapan Das to demand safety enforcement.
