History

Historical Context

In 1984 Iran began targeting Kuwaiti tankers carrying Iraqi oil, prompting Kuwait to request U.S. protection in December 1986. After the U.S. re-flagged the ships, Operation Earnest Will launched on 24 July 1987, deploying about 35 warships that escorted more than 200 tankers at a cost of $1.6 billion. Today IRGC attacks on supertankers revive that same maritime pressure strategy.
