History

Historical Context

In 1991 Prime Minister P.V. Narasimha Rao, with Finance Minister Manmohan Singh, launched liberalisation that dismantled the Licence Raj and opened many sectors, including defence, to private firms. The reforms lifted foreign investment from $132 million in 1991-92 to $5.3 billion by 1995-96, enabling private shipbuilders to produce indigenous warships for national defence.
