Core Event – Commissioning at Karwar

On October 16, 2026 (occurred) the Indian Navy commissioned INS Samarthak, the lead vessel of the Samarthak class, at its Karwar naval base in Karnataka. Vice-President C P Radhakrishnan presided over the ceremony, which was attended by Chief of the Naval Staff Admiral Krishna Swaminathan, Karnataka Labour Minister Santosh Lad, and senior naval and defence officials. The ship was designed and constructed by Larsen & Toubro (L&T) at its Kattupalli shipyard in Tamil Nadu.

Background & Context

The vessel was built under a Rs 887 crore contract signed with the Defence Ministry on March 25, 2022 (occurred). The agreement covered two multi-purpose vessels (MPVs): INS Samarthak and its sister ship INS Utkarsh. INS Utkarsh was launched on January 14, 2025 (occurred) and is currently undergoing sea-trial testing. The programme is a flagship component of India’s “Aatmanirbhar Bharat” and “Make in India” drives to expand private-sector participation in defence manufacturing.

Verbatim Quotes

  • “Aptly named Samarthak, meaning ‘The Proponent’ , the ship represents the spirit of a dependable enabler, capable of supporting multiple missions and has been designed with inherent versatility and adaptability, enabling it to undertake diverse range of operational and developmental tasks,” — Indian Navy spokesperson

Why It Matters

INS Samarthak is the first major warship contracted to and built by an Indian private shipyard, showcasing the maturation of domestic shipbuilding capacity. By providing a dedicated testbed for emerging weapons and sensor systems, the vessel is expected to accelerate the fielding of indigenously developed equipment, reducing reliance on foreign technology. Its multi-role design also enhances the Navy’s flexibility to address conventional threats, piracy, humanitarian crises, and environmental incidents, reinforcing India’s role as a first responder and security partner in the Indian Ocean.

What’s Next

INS Utkarsh is slated to complete sea trials and join the fleet, completing the two-ship Samarthak class. The Navy plans to integrate additional unmanned and autonomous platforms onto INS Samarthak as they become operational, further expanding its function as a “drone mothership.”
