Core Event – November 1 Rally Against CEC Gyanesh Kumar
On November 1 2026 the Congress-led INDIA bloc will hold a mass rally at Ramlila Maidan in New Delhi, framed as a “public impeachment” of Chief Election Commissioner Gyanesh Kumar and a protest against the Special Intensive Revision (SIR) of electoral rolls. The Delhi Police issued a no-objection certificate that requires the rally to end by 5 p.m., bans overnight stays and any march beyond the venue, and imposes security and crowd-management conditions.
02
Background & Context
The rally follows Congress actions targeting alleged irregularities in the SIR exercise, which the party says have deleted genuine voters. Telangana Pradesh Congress Committee president B. Mahesh Kumar Goud announced a mobilisation of roughly 10,000 cadres, while Haryana leaders have tasked MPs, MLAs and senior functionaries with transporting workers from all 22 districts. The programme is part of the “Vote Bachao, Desh Bachao” campaign seeking the CEC’s resignation and electoral reforms.

Official Statements & Responses
Delhi Police Deputy Commissioner Rohit Rajbir Singh said the permission was granted subject to conditions such as high-definition CCTV, water tankers, separate women’s toilets, and a minute-by-minute programme. Organisers must submit lists of invitees, volunteers and bus registration numbers; any breach could lead to legal action and revocation of the NOC.
Congress general secretary (organisation) K. C. Venugopal alleged police interference prevented the party from erecting a dais and claimed the obstruction was directed by Prime Minister Narendra Modi and Home Minister Amit Shah. He also said a “public impeachment” scheduled for October 30 was denied permission for the Ashok Hotel lawns.
05
Criticism & Opposition
The Chamber of Trade and Industry, chaired by Brijesh Goyal, warned that the rally could cripple more than 20 wholesale markets within a 5-km radius, including Chandni Chowk and Sadar Bazar. Goyal noted the venue’s 50,000-person capacity is far below the claimed 1 million attendance and that road closures during the festive season (Dhanteras Nov 6 and Diwali Nov 8) would disrupt trade worth crores.
Traders’ protests at Kashmere Gate on October 26 urged a postponement until after Diwali. In response, Leader of the Opposition Rahul Gandhi posted on X that the protests would “stop in 30 seconds” if Modi removed CEC Gyanesh Kumar.
06
Conflicting Reports & Gaps
- Mock impeachment request: Police sources on October 27 said they had not received any request for a “public impeachment,” while Congress officials announced a curtain-raiser event for October 30 and claimed police blocked venue arrangements.
- Railway transport: A senior Congress leader reported the Railway Department refused special trains under pressure from the Union government, prompting reliance on buses; no independent confirmation is available.
