EU officials dropped the proposed “associate member” label, opting for an “ever-closer association” despite objections from Germany, France, Italy and Greece.
Carney said the terminology was irrelevant, stressing the partnership’s impact on Canadians’ lives.
Leaders will negotiate sectoral deals on trade, defence, critical minerals, digital commerce and satellite links.

History

After a 2008 study, Canada and the EU launched trade talks at the Prague summit on 6 May 2009. An agreement in principle was signed by Stephen Harper and José Manuel Barroso in October 2013, concluded 1 August 2014, and formally signed by Justin Trudeau on 30 October 2016. Its provisional application on 21 September 2017 removed 98 % of tariffs, framing today’s Montreal summit on deeper labour-mobility cooperation.
