- In 1992 Egypt’s Boutros Boutros-Ghali became the first Arab and first African UN secretary-general after the 1991 African-rotation campaign and six straw polls. His 1996 second-term bid was blocked by a U.S. Security Council veto, reflecting growing U.S. resistance to Arab candidates. That precedent resurfaces as UAE envoy Lana Nusseibeh’s 2026 candidacy faces similar objections and a Sudan ICJ genocide lawsuit against the UAE.
