History

In 1979 the Janata government created the Mandal Commission, whose 1980 report recommended a 27 % reservation for Other Backward Classes. The Supreme Court upheld that quota and a 50 % overall ceiling in its 1992 judgment. Tamil Nadu’s 2024 cabinet plan to launch a Social Justice Survey revives the commission’s data-driven method to recalibrate reservation formulas for Muslims and other groups.
