History

In 1999 NATO’s 78-day Operation Allied Force bombed Yugoslavia, striking the Pancevo oil refinery on 4 April and igniting roughly 80,000 tons of oil, a tactic meant to cripple fuel supplies and force a cease-fire. Today Ukraine’s drone attack on Russia’s Novokuybyshevsk refinery follows the same pattern of targeting energy infrastructure to exert military pressure.
