  • In 1991, the United Nations Security Council adopted Resolution 690, launching the MINURSO mission to monitor the Western Sahara cease-fire. The initial deployment included roughly 2,500 peacekeepers and a $100 million budget, overseen by Secretary-General Boutros-Ghali and Morocco’s King Hassan II. Today's U.S. and Russian vetoes echo the Council’s historic deadlock, threatening MINURSO’s slated 31 October 2026 expiration and Oxfam’s humanitarian warnings. If the mission lapses, the precedent set in 1991 of prolonged UN peacekeeping could unravel regional stability and revive contested sovereignty claims.
