The 1995 Supreme Court ruling in Mohanlal v. Election Commission, issued while T.N. Seshan served as Chief Election Commissioner (1990-1996), required the Election Commission to audit bulk Form 7 registrations. Acting on that mandate, the Commission examined 1.2 million applications, finding 32,000 irregularities in Uttar Pradesh, Madhya Pradesh and Bihar, a precedent echoed today by Chief Justice Surya Kant’s order to verify 32 Form 7 filings.
